Introduction

Around the world, Open Access policies are being implemented by both institutions and research funders

  • From April 2016, the UK funding bodies required the deposit of all eligible journal articles and conference contributions to an institutional or subject repository as part of the REF2021 requirements, and similar requirements are expected for REF2029.

  • In the US, more funders are requiring the outputs of their funded research to be made publicly available, and institutions are forming their own Open Access policies due to increased demand from their own faculty.

  • In Australia, both the ARC and NHMRC require compliance for eligible outputs. Many institutions have had Open Access policies in place for years.

We understand that managing and measuring engagement with Open Access policies can be time-consuming and difficult. Faculty have to spend valuable time chasing researchers to deposit their articles, verifying and measuring the information required to successfully track engagement with applicable policies.

The Open Access Monitor can be used to monitor open access engagement and compliance at your institution based on the open access schemes you have defined within Elements. It allows you to:

  • Prompt users to deposit publications.

  • Monitor, track and remind users about depositing publications in order to remain within specified OA policy requirements.

  • Have a single intuitive place to visualise gaps in engagement, so administrators can take informed actions like depositing on behalf of the researcher, or carrying out advocacy or training for those who are not yet aware of the policy.

  • Filter publications by a range of parameters to review how you are progressing towards compliance with individual schemes or policies.

  • Record exceptions and reasons why publications aren't in compliance with the policy.

  • Measure engagement levels for individuals and departments.

The Open Access Monitor helps you manage publications that are in policy.

The User Engagement (Publishing) page lists those users within the scope of the OA scheme who have not had any relevant publications accepted in the past 3 months (default filter).  From this page you can export the list of users, or email individuals.

You can monitor how engaged researchers are in adding new publications for the 'On Acceptance workflow' and send email prompts where appropriate.

The User Engagement (Depositing) page lists users within the scope of the OA scheme, displaying publishing and deposit activity.  You can use this page to request that Elements sends deposit reminder emails to selected users.

You can monitor and follow up on the engagement of researchers in depositing publications to their institutional repository.

The OA Dashboard provides information on deposit and compliance behaviour.

The OA dashboard allows you to recognize groups and individuals who are exhibiting high levels of engagement, so you can empower them to advocate others.

Using the OA Monitor with multiple repositories

The OA Monitor can be used to monitor engagement and compliance across multiple integrated repositories. The OA Monitor uses the repositor(ies) defined within the OA scheme to assess whether a publication has had a compliant file deposited.
