REF2 Framework
REF2021 functionality builds upon existing Assessment module functionality, adding REF-specific features, where required.
In order to deliver the REF2 data requirements, and support institutions in their REF2 'Acceptance' and 'Attribution' decision-making and recording, we are introducing a bespoke REF2 'framework' that supports the creation and management of REF2 content, from initial selection of outputs by researchers through to Attribution and eventual submission.

Through this, we are introducing various REF2 'Submission states', to help you and your users identify outputs that still require action, and to determine the current status of submission preparations.

| Output has been selected by the REF1 Researcher (or their proxy) and is available for review (optional) No Acceptance decision has yet been recorded Where an output has been selected by multiple co-authors, the selections exist as unique entities, tied to the selector(s) (therefore, a single output in a UoA can have multiple 'selections')

| Output has been accepted for submission by the UoA manager (i.e. it is confirmed to be research (as defined by REF) and has met the internal quality threshold) A single REF2 record for the output in the UoA is created, with all associated REF1 Researchers attached to the REF2, available for potential attribution Until an output is Attributed to a REF1 Researcher, it is not included in the REF submission XML file

| Output has been attributed to a REF1 Researcher (or two) in the UoA (by default each REF2 output can only be attributed to one REF1 Researcher per UoA, but this can be overridden for those exceptional cases where appropriate). Outputs in the 'Attributed' submission state will be included in the REF submission XML file

| Output has been Accepted (i.e. is research, is of sufficient quality), but cannot be attributed to any of the associated REF1 Researchers in the UoA as they have all been flagged as having not made a substantial contribution to the output
